Made Tech has been awarded a contract by the Youth Justice Board (YJB) to design and deliver a new digital Youth Justice Platform to support the modernisation of youth justice services across England and Wales.

The Youth Justice Board is a non-departmental public body responsible for overseeing the youth justice system, providing evidence-based advice and leadership to improve outcomes for children and young people while maintaining public safety.

Modernising a critical system

The programme will replace their current legacy system, the Youth Justice Application Framework.

The new platform will provide a robust digital foundation for community youth justice services and custodial staff to assess, manage, and support children more effectively. Designed with a child-first approach, the platform will prioritise better outcomes for children and young people while improving efficiency for practitioners.

Enhancing community supervision

Electronic Monitoring was introduced in 1999 to monitor individuals remotely, ensuring compliance with court bail, community service, or release conditions. As of March 2024, over 20,000 people in England and Wales were being monitored electronically.

Under this new contract, Made Tech will:

Provide technical assurance of electronic monitoring providers’ systems

Ensure that systems meet MoJ standards for security and operational compliance. This includes testing, cloud environment reviews and security adherence checks to safeguard data, maintain resilience and support smooth transitions to new providers.

Build and enhance digital products

Create a digital tool to streamline the creation of EM orders, replacing manual forms and email processes. This will save time for courts, prisons, probation services and the Home Office while improving data accuracy.

Develop and iterate an electronic monitoring data store

Deliver an EM data store to consolidate live and historical tagging data, enabling detailed insights for the first time. This innovation will help the MoJ evaluate the impact of tagging, improve decision-making and support justice system priorities. 

Supporting the MoJ’s vision

This collaboration directly supports the MoJ’s drive to expand community-based offender management, helping staff work more efficiently and providing decision-makers with better data to evaluate and enhance the effectiveness of electronic monitoring.

In just 12 weeks, LBBD went live with Made Tech Repairs, a fully integrated and user-friendly repair reporting service. This rapid delivery proves that with the right partners, modernising housing repairs reporting doesn’t have to be a long, costly process. 

From discovery to live in just three months, LBBD’s new digital repairs service includes: 

• Seamless integrations with existing housing management and scheduling systems
• A streamlined tenant experience that makes reporting easy 
• Live status tracking so tenants can monitor repairs in real-time 

Compared to the industry norm—where implementations are often slow, expensive, and overcomplicated—our work with LBBD and their housing repairs subsidiary BD Group, has set a new benchmark for speed and efficiency. 

High adoption, less admin, happier tenants and service centre staff 

Before launch, London Borough of Barking and Dagenham tenants suggested that only 15% preferred using LBBD’s digital channels to report their repairs. However, research by BD Group indicates since launching Made Tech Repairs that number has risen to 69%. 

This shows that the demand for digital services was always there and just needed the right solution to unlock it. 

In the first three months, 3,000 repairs were processed online, significantly reducing admin for the contact centre team, who would have otherwise handled these requests manually. 

And tenants are loving it too, with an NPS score of 4.2/5 and positive feedback like:

🗣 “It saved me from waiting in a queue on the telephone.”

With the new online system, repairs can be reported anytime, anywhere—and with 42% of requests being made outside of standard working hours, you can see just how important it is for LBBD to offer an accessible, 24/7 service.

For London Borough of Barking and Dagenham, this isn’t just about convenience; the shift in service delivery has provided immediate, tangible results and cost savings for the council.

Giving tenants more visibility and control

Beyond reporting repairs, tenants are also using the system to check repair statuses, reschedule appointments, and cancel bookings—all without calling customer service.

Status tracking and self-service rescheduling—powered by integrations with LBBD’s HMS and scheduler—are helping reduce unnecessary follow-ups and giving tenants more control over their repairs.

This levy seeks to raise £3bn over the next 10 years to remediate building safety issues following the Grenfell Tower tragedy. It was recently announced that Local Authorities would need to start processing the Levy later this year.

The levy will also enable real-time reporting of completed, in-progress and cancelled homes so that the government can track progress against its target of 1.5 million new homes over the next five years.

Integration with local authority building control and private sector approvers will mean that Completion / Final Certificates will only be automatically released to developers upon receipt of the levy payment. Currently, developers receive this regardless of whether they have paid the levy.

Levy and housing delivery data will be automated and reported in real-time to the local authority and MHCLG so that levy and housing targets can be accurately tracked.

Our approach to Building Safety Levy

Adopting a user-centred approach, our service has been designed to provide an intuitive and easy-to-use experience for authorities, housing developers, private sector building control approvers and MHCLG. It has been built on the GOV.UK design system so it looks and feels familiar to all modern government digital services.

Efficiency and automation have been built-in from the outset – seeking to reduce the burden on authorities administering the scheme. This includes integration with The Planning Portal and automated reporting with MHCLG.

So far we’re working with the London Borough of Barnet to design and develop this service. As we get closer to the launch of the Levy we’re seeking to engage with more authorities and building control bodies, to co-create a true best-in-class levy service for local government, by local government.

We will showcase the research underpinning this service, demo the prototype, and hear from Barnet, The Planning Portal and a private sector building control body, as well as other stakeholders. We will also talk about the work we’ll be doing before the legislation and guidance in March, and how we will be developing and testing the service in time for Autumn 2025.
